Why Are Deranged People Walking Chicago's Streets?

I saw this story out of Chicago today and it made me think of all the similar stories in places like Seattle, Portland and New York. The person in this story is a violent offender named William Livingston who has a long history of punching random women in the face and then walking away. Livingston has been arrested dozens of times and even gone to prison in the past, but no matter how many times this happens, he is always back on the street and going back to the same violent behavior. This week he was arrested yet again for two violent attacks that occurred in June.

Fortunately, now that the shutdown is over and Congress returned to Washington DC, the streets of all the other American metropoli are much safer...BUT PLEASE REMAIN INDOORS!

Why are deranged people walking Chicago's streets? Some truly need hospitalization and medical intervention. But others? Could it be that the way the media reports these violent incidents gives a predator an opportunity to become a sick kind of celebrity? Sick, but a celebrity no less. And when he gets the attention he craves he claims that HE is the victim because he's black. Or gay. Or a trans Native American midget with a history of substance abuse due to a childhood comprised of an absent father and a 16 yr old homeless mother of 2. And anyone legitimately trying to help is accused of being aggressive (or worse) so even the cops look the other way.
In other words, deranged people walk the streets because WE have created a very sick, irresponsible society that seems to celebrate corruption and perversion. It's on us---it it's not too late.

Because we no longer put people in mental institutions and our big cities all have liberal government that finds fear a useful tool.

Recidivism like Livingston's proves that the courts are at best impotent; at worst in on it. Instead of three strikes and you're out, it should be three strikes and lights out. Why should we pay for these monsters to ply their trade, with occasional vacations at the Gray Bar All Inclusive?

We once had it right when we had more mental institutions and far fewer psychiatrists and social workers. Some people have never progressed above the level of animal and never will in a full lifetime. Other than euthanasia, being locked up is the only answer.
On another note, Chicago is a place that can drive one crazy. I once unwisely accepted a job there for more money. After doing my contracted year I said "no thanks" and got the heck out of there. Life was miserable in all aspects. The politicians were crooked, the police were crooked and corruption was the rule. The last two mayors have been DEI disasters but they had elected a long string of them before Lightfoot.

I'm convinced that the current extremely high levels of THC in weed are activating psychosis in people who have a latent tendency.
In the 70s THC levels were like 1% in weed, now it is 25-30%. This is damaging brains, big time. And old hippy types who remember smoking some 1970s or 1980s low THC weed keep saying "it's harmless".
Nope, it is frying brains by the millions.

Among my life goals for my remaining years is to never set foot in Chicago again. Including airports.

Clearly a "guilty and mentally ill" option should be available to judges and juries and facilities where their mental problems can be addressed while they are punished with incarceration should be created. Safeguarding the public from persons who repeatedly harm others should be a goal of imprisonment, just like punishment and rehabilitation.

Makes me wonder why the men in one of these women's family don't find this guy & end his crime career. Shattered kneecaps comes to mind. Only way to stop a bully is a bigger bully.
