Police across Maine were alerted just last month to 'veiled threats' by the U.S. Army reservist who would go on to carry out the worst mass shooting in the state's history, after concerns he would 'snap and commit a mass shooting'.
It was just one of a string of missed red flags that preceded last week's massacre at a bowling alley.
The revelations came as more than 1,000 people packed a cavernous church on Sunday night, with hundreds more spilling outside, to hug, sing, weep and seek comfort in the wake the state's most deadly mass shooting.

So he told the police what he was going to do and the government still couldn't prevent it. Seems like they want mass killing with guns to occur.

Constitutional rights cannot be forfeit based on suspicion, not action, or we all become subject to nefarious accusation and/or "thought crime"
But,
how do we stop the unstable from harming themselves and others?

Well once it becomes evident that a person is very likely to hurt or kill other people because of a mental health situation there should be a legal way as a part of due process for the medical privacy laws like HIPA to be waived and prior restraint actions like removing the person’s firearms by law enforcement could be legally enforced.

In Florida we have the Baker Act. When someone makes such a threat action is taken and the person is confined on their threats.

#2 is correct! You have to do the crime before you do the time. "Thinking about it" isn't chargeable, apparently.
And considering government these days, giving it the power to punish for "thoughts" would result in gross injustice. J6 is an example.

This is usually a component of these Manchurian Candidate mass shootings. Someone always knows beforehand, usually law enforcement.

You can thank the ACLU and Clinton for stopping people who show signs of mental illnesses from being hospitalized. The ACLU claimed it is against a person’s constitutional rights to be confined to a mental hospital. Ole hound dog agreed. Many patients were released and had no place to live. So they lived on the streets. Homeless and mentally ill. So don’t go blaming cops for not doing something about Card six weeks before the massacre. Can’t put in jail. He did nothing at that time, wrong. Can’t have him admitted to a hospital. Against his rights. What I don’t understand is the guy has a therapist. Why didn’t the therapist do something?

If a person falsely yells, "Fire" in a crowded theater, that should be a crime, right? If a Congressman pulls a fire alarm when he knows there is no fire, that should be a crime, right?
If a drug addict lies on his gun license application, that should be a crime, and he should never be allowed to purchase or own a gun after that.
If a person tells police, "I might snap and commit a mass shooting," that should be a crime -- not a thought crime, but a threat crime. And that person -- after a fair trial -- should never be allowed to purchase or own a gun again. Can we all agree on that?
If you threaten to commit a mass murder, you should not be allowed to own a firearm.
If you don't agree, then I think you are letting your legitimate respect for the 2nd amendment cloud your judgement about human nature, insanity, and evil.

Forgive me. I am as freedom loving as the next person but there were a dozen red flags for this guy included previous commitment, countless threats, LE bulletins and surveillance, statements from others close to him. This isn't a random Karen calls the cops because she feels "uncomfortable." THIS GUY was schizophrenic and untreated and thus a "risk to himself and others." He should have been brought in on a 72 hour psych, then adjudicated thus, and institutionalized for a prolonged period to get him stable and on meds. And yes, the guns should have been taken away.
