Suicide comes in many forms and California has become good at almost all of them. When you need more electricity, reduce your production capacity. When your cities are suffering from major crime, handcuff your law enforcement. When your citizens are moving out because they can not afford housing and high taxes, raise your taxes. When your homeless population is exploding, give more food, space and shelter to the homeless.

Somebody once built a prototype of arrays of devices that would generate electricity from wave action in the ocean. It seems to me that it would be the perfect means of generation for California if set up on all of the beaches off the West Coast in full view of the multi-million dollar mansions sitting along the cliffs.

Oops...you mean that electricity DOESN'T come out of the wall socket if you don't use natural gas or nuke power? Well, lots of us have known this for decades.
