Amid the sea of blue city chaos in Oakland, it's come to this:
What began as another enclave of folks seeking a low-cost alternative to high San Francisco Bay area housing prices, has turned the Oakland estuary into a pirate's nest. Rogue live-aboards have been stealing from infrequently visited boats docked in the marina, surrounding businesses, homes, and each other. The situation has become such that the United States Coast Guard has been called in to police the matter.
The Coast Guard will bring sea and air power to the table. The pirates stand little chance. Oakland Mayor Thao says, "There has to be justice." Get ready for something comical or tragic.

FTA —- Much of it is Mexican and Central American cartel-fueled, and with laws largely unenforced in that region, the cartels have had a field day, branching out into actual sea piracy.
Pass the popcorn if cartel foot soldiers open fire on the Coast Guard.

Posse Comitatus? A city with a waterfront and only one Police officer in a dinghy?

The Coast Guard isn't going to shoot anyone. They'll motor on by and with their presence shoo away the horrible miscreants - temporarily. Then they'll move on letting the pirates get back to work. Even if the thieves are caught, they will be turned over to the civil authorities who will simply let them go.

This isn't Cartel stuff....this is basic Dot Occupy/Antifa/Homeless stuff, compounded by way tooooo many govt entities getting paid to NOT do their jobs, and in fact stopping other govt entities from doing them either. Lawyers/advocates filing against any actions... Abandoned boats should be raised from the mud, crushed and scrapped. Those on land should be fed to a chipper. The only "Piracy" issue should be increased prosecutions under those headings perhaps.
When I lived there I had a sailboat in sausalito where since the 60's there has always been an "anchor out/Houseboat" hippie enclave, and crewed on a larger raceboat kept in Alemeda where there were NO such problems, mainly because the water front was Oakland's ONLY clean/safe/tourist area and the sailors/boaters it's major income source, not just the marinas, boat builders, yacht sales, sail lofts, but the marine parts sales/services sector, bars/restaurants, clothing, entertainment. With nearly every yacht club holding/hosting sailboat races every weds and larger races every weekend with hundreds of boats participating...meaning over 1000 crew arriving/departing, eating/drinking, getting clothed in foulies, shoes/boots, gloves, PFD's...The acronym for BOAT= Break out another Thousand$. Just the boat washing/varnishing industry employed hundreds, and generated $millions. The marina's and docks had security and you could tell INSTANTLY who was NOT supposed to be there, everybody looked out for their dock neighbors, most boats were not locked in case someone noticed it taking on water or whatever and could then get aboard and solve the issue before catastrophe...The Americas Cup, and Americas Cup world series boats were all based in the estuary, and brought $Billions to the Bay Area, as well as millions of visitors. Methinks this is likely overflow from San Francisco's homeless hordes, as well as "Migrants" from seattle/portland occupiers.

'BOAT'...love the acrynom ....as a previous owner of 3 boats over the years, I can identify with it...now, knowing what I know, a boat is a hole in the water you pour money into...

They won't punish the bandits enough to matter. Even if they put one on trial and sentenced him to life he would know he would be released in a year because that's how we do it. We need to bring back trial and execution in just a few weeks.

Won't these thieves get a $1K per-day grace limit like brazen shoplifters? Or will this lead to a return of society's resolve to declare sanctity of property and resume our ages-old punishment of criminals?

I had my boat in Alameda while it was being sold (21 years ago). I used to fear the stretch where I got off 880 and had to meander through Oakland to get to the tunnel. It truly felt like a different country through there. A very dangerous country. Alameda was relatively safe, but I wouldn't want to be anywhere near that area these days.

#4 & 8 - TK and I had to drive into SF last month for a doctor's appointment. The access roads surrounding the estuary in San Rafael and the Richmond Bridge area were bumper-to-bumper broken down RV's and cars. It was a continuous homeless encampment ring around the whole north bay. Our modern day Okies; the Great Depression, 21st century style.
