A federal judge has dismissed Carter Page's lawsuit against the FBI and former Director James Comey alleging they improperly surveilled him under a FISA warrant.
The bureau surveilled Page under a Foreign Intelligence Surveillance Act (FISA) warrant in a process during which they concealed exculpatory evidence against him, DOJ Inspector General Michael Horowitz found in his 2019 report, per the Washington Examiner.
Judge Dabney Friedrich, in a Thursday ruling, dismissed the suit.

I understand the judges reasoning for the dismissal. However, since they are not responsible for setting up the illegal surveillance or FISA warrant, who is? Someone did it and ordered it. Who?

Whomsoever recommended this broad to Trump needs to be removed from any sort of responsibility and is very probably the source of Many of the leaks in the White House under Trump. Not since Woodrow Wilson has anyone from Yale even liked the US of A. let alone served it well. Hillary, Bill, Bushes 1 & 2..enough?

Justice is supposed to be blind, regardless who appointed the Judge presiding.
In this case, Comey got away with using tainted evidence to GET Carter Page who they thought would give them some sort of foothold to GET PDJT on a fishing expedition. How much government taxpayer money was spent going after him using the government AGAINST its citizens?
Rush would tell us to "follow the money" and see where it leads.....

Dismissed with our without prejudice? Usually plaintiffs who fail to plead enough facts are allowed to re-plead. Also, Page should be suing the government for violation of his 4th amendment rights.

The important thing is that illicit surveillance DID happen. The judgement would be fair if the court orders the FBI to produce the culprit.

The Judge says the plaintiff failed to show the four charged participated? Really? Some of them reviewed and signed the FISA warrants. The Judge cannot know their participation, because the case has not been heard. What a total debacle of irresponsibility on the part of the Judge.

Sorry Judge. If any of these insurrectionists signed those warrants, they certified and swore to the court that they had reviewed the information and that it was correct.
If I sign a paper saying that I will pay you $1 million under certain terms and conditions and those terms and conditions were met, would this judge buy the "somebody else filled out the paperwork" excuse?

I gather the gist of the decision is that the Carter Page is naming the wrong parties in this action, but the judge is not ruling that the allegations are unfounded.
Here's the thing: defendants in lawsuits can respond by making cross-claims, stating that other parties should be blamed, not themselves. Neither Carter Page, nor anyone else has the omniscient perspective that this decision implies; they can't know exactly who the culprit is at the onset. A lawsuit of this sort, is an inquiry to determine who the guilty parties are as much as it is a debate over the proper extent of any remedy. Again, that's why defendants are allowed to name other parties, either in order to absolve themselves or to broaden the burden of guilt. In short, the problem the judge cites is an intrinsic part of the process.

So, nobody is responsible for what was clearly, provably, and proven to be done? It just "somehow" magically happened, and none of the leadership who MADE it happen and LET it happen, and probably ordered it to happen can be held responsible?

One would have to read the complaint and pay attention to the lawcraft. Page's lawyers, one would guess, failed in their allegations as they made them. Comey never surveilled Page...not directly. What was the allegation? It's back to the drawing board for the lawyers to "get it right". Certainly, Comey had an obligation to "substantively review" the warrant request before the FISA court saw it. He failed in his duty to do so. Or, he was "lied to" by others...and these should be named as those John Does.

It always comes down to some version of "No evidence has actually been presented to court that Democrats have done something wrong therefore they can't be prosecuted in order for the evidence against them to be presented to court. This is proof that they are innocent and anyone saying otherwise is guilty of insurrection."

Judge Dabney is in Washington D.C. Even if she's been appointed by PDJT, this proves that there is an evil spirit, Prince of the Power of the Air, controlling D.C. An evil city, controlled by evil people. Look at Mayor Bowser for evidence. She's shut black children out of going to school, or on line, no where, because they won't take the clot shot. No education for them unless they bow the knee to a heartless dictator, Bow wow Bowser.
